- are between the ages of 16-64
- have a mental illness and a subsequent psychiatric disability
- have a willingness and capacity to engage with psychosocial rehabilitation services
- are living in or have connections to the municipality surrounding the service site
- are rough sleepers within the inner city Sydney region
